Effective broadband solution for bridging the digital divide

October 2017 – December 2018

Proposer:

Centre for Information and Communication Technology for Development (ICT4D) Nepal and Nepal Research and Education Network (NREN)

Lead Organisation:

ICT4D (Nepal)

Objective:

The objective of this project is to build a robust network in the underserved areas in the public-private partnership model. The network will be designed in such a way that it creates a platform to connect concerned stakeholders from government to local community. Since the proposed network will be deployed in the Himalayan region with various climatic conditions, it will be valuable for any research team who is studying global climate change and its effect.

Approach:

The project area lies in the Solukhumbu District of Nepal. It consists of sub-regions - Solu and Khumbu. The Khumbu sub-region is situated predominantly in high altitude with difficult terrain. Due to its geography, it is one of the most challenging places for development activities. Hence, the region is chosen to enhance activities which not just focus on establishing a robust infrastructure but also implement applications to serve the underserved communities.

Methodology:

Since the project is proposed on the basis of the public-private partnership model, different stakeholders' contribution and involvement make it a unique project, being implemented and operated by the community itself.

In order to pursue the project, concerned government authorities will be involved at all levels. As the first leg of the project, a baseline survey will be carried out in order to analyze the current social, economic and technical situations of the project area. Detailed household surveys by the project team will be carried out accordingly. Based on the findings and outcome of the survey, the team will further work on the implementation of dedicated technology along with relevant applications (e-learning and telemedicine), required by the Community.

Sustainability of the project is always a key issue to make it successful long-term. The project will also outline the identification and involvement of the local relevant stakeholder and help them support the project. The team will be made accountable for operation and maintenance of the project. For this purpose, they have envisioned that the local governing body will be set up by inviting representative from District Development Committee, Village Development Committees, local Youth Clubs, local education centres and other relevant organizations.

Expected Outcome:

The primary outcome of the project is expected to be boosting a concept of formation of the information society to cater the ICT need for the development process.
