Title : Workshop on the Establishment of Best Practices on Applications, Data Management, Storage, and Utilization of Large Climate Data Sets for Bench Marking of the TEIN4 Network

Backgrounder :

Countries in South East Asia particularly the Philippines are prone to earthquakes, volcanic eruptions, typhoons, and other natural disasters due to its natural topography and location.
Most research institutions, humanitarian non-government organizations, and local government units are faced with an increasing demand for environmental data as part of managing and mitigating disasters caused by climate change and other uncontrollable factors.
Monitoring current weather conditions, forecasting, and analysis can sometimes be deficient and inaccurate due to the lack of other sources of data input, such as satellite imagery.
If this satellite data is to be used for real-time monitoring and forecasting, the data must be transferred in the shortest amount of time possible through a reliable and stable Internet network for researchers to provide the right services needed by the public in effectively carrying out disaster management.


Objectives :

The workshop aims to establish methods of best practices on applications, data management, storage, and utilization of large climate/satellite data sets among selected space agencies and various research organizations.Specifically, this activity aims to identify the important role of the TEIN4 network in further enhancing the management and sharing of climate and satellite data sets among TEIN4 network users, particularly among National Research and Education Networks (NRENs) and its members or partner institutions, which could also benefit from the best practices.

The workshop also aims to jump start the feasibility of establishing a collaboration on formally sharing and accessing data among present and future local and international beneficiaries of the TEIN4 network for further advancement of research and education with regard to climate change adaptation in the Asian region.


Description of the activities :

The first part of the activity will be a two-day consultative closed-group workshop from 11-12 December 2013, which will be done by Philippine stakeholder researchers in consultation with the experts and speakers from United Kingdom’s National Weather Service (UK Met), National Aeronautics and Space Administration (NASA), Japan Aerospace Exploration Agency (JAXA), German Remote Sensing Data Center, German Aerospace Center (DLR), and Korea Astronomy and Space Institute (KASI).
Through this, lessons learned, best practices, and other needs of the local stakeholders, and those who would like to be members of the consortium/collaboration, would be identified.

The second activity will be a one-day workshop on December 13, 2013.

This will be composed of presentation of topics, lessons learned and best practices gathered through the consultative workshop.

A stakeholders’ meeting and focus group discussion to get the commitment of the local organizations, TEIN4 and its partners to participate in the post-development work plan and future consortium/collaboration will end the activity.


Target Attendees/Audiences :

- Selected members of the TEIN4 partner organizations utilizing the network for disaster management and/or their recommended institutions who are most concerned in climate data management and disaster management.

- Research and Development institutions whether local or international who would like to take part in the future collaboration with regard to climate change and disaster management research using the TEIN4 network.

- Decision makers among local and international organizations, and local government units directly involved in disaster management.


* TEIN4 partners, NRENs or their recommended patrner and member organizations are encouraged to attend the activity on December 13, 2013.

TEIN4 will cover the cheapest economy airfare and per diems up to a maximum of 2 nights, on reimbursement basis to eligible NREN members. Guidelines on application for attending the workshop will be provided personally. Please contact the organizers through email.
